Now I have no idea what a NATIONAL museum is, Duxford -Cosford - Hendon? - they all have a Vulcan [not to mention how would 558 get into most of them unless they cut the wings off] and why would they want 2. To be honest I can't see that the HLF can dictate she is to go a specific place unless that place agreed with them before hand.
I was always led to believe Duxford didn't want her, and they are getting rid of unauthentic airframes and lets face whilst it may upset some 558 is not authentic. Yes they can put the instruments back so she looks it but they won't replace 10 miles or whatever it was of mine laying cabling they took out. I do believe they would be allowed under the HLF terms to build their own museum which is what the Ve3 doc is all about.
One can dream. As to authentic, she is actually unique and has a history of her own. No civilian organisation ever has before and never will again bring a Vulcan back to flight, thats a story worth the telling.
