how do guests have user settings?

They don't ;)

There are 2 types of Guest:
1) A user who is in the process of logging in
2) A Bot who I havent registered as such.

In the 2nd case, a bot will try and crawl around the site, but will not see much. In the case of the Profile settings, it will try and crawl the user settings but be presented with the "You need to log in to see this page" message. Yes, they are on the Profile settings page, but they merly have the login page again :D
